I am directed by the Lord President of the

Council to transmit to you

the enclosed Order of Her Majesty in

Council, of the 1st instant, approving the Draft of a Proclamation fixing 4/3

as the better rate at which the Mexican Dollar or other Silver Dollar of equivalent value is to be issued to H.M. Troops in Hong Kong and to dependencies,

and I am to request that you will be pleased to lay the same

before the Secretary of State for the Colonial Department.
